One of those BBC moments we all love

This is from a story about the expulsion from Israel of "British aid worker" Ayaz Ali. Notice the division of the following thought into two sentences. Was the second sentence an afterthought?

Hamas, which is the ruling Palestinian party, runs an extensive network of social services including kindergartens and clinics.

But it is considered by the Israeli government to be a terrorist organisation.

The BBC has trouble straightforwardly referring to an organization which has claimed responsibility for numerous suicide attacks on civilians as a terrorist group. But it is considered to be a competent, mainstream media organization.
